Formulación de un plan de contingencia para el derrame de hidrocarburos en un Ingenio Azucarero ubicado en el Valle del Cauca.

Abstract

En el presente trabajo se propone el Plan de Contingencia para el Derrame de Hidrocarburos en un Ingenio Azucarero del Valle del Cauca, el cual tiene como finalidad la formulación de plan estratégico, operativo e informático para la atención oportuna de derrames ocasionados por las actividades propias de la transformación de la caña de azúcar en productos agroindustriales para el consumo humano. Para la formulación de este Plan de Contingencias, en primer lugar, se realizó el diagnóstico de actividades donde se manejan hidrocarburos como es el cargue, almacenamiento, transporte, uso y disposición final de estas sustancias. En segundo lugar, se realizó la evaluación de las amenazas y vulnerabilidades que se pueden presentar en las actividades mencionadas en tres áreas del Ingenio en particular, las cuales son cosecha, taller agrícola y fábrica. Para finalizar, con la formulación de este trabajo se deja una guía completa y puntual al Ingenio como herramienta fundamental para el manejo adecuado de los eventos de emergencia que se pueden presentar y así contribuir positivamente en la disminución y mitigación de los impactos ambientales generados directamente al suelo, agua, fauna, flora y alteración del paisaje. Por otra parte, se verá beneficiado el Ingenio al disminuir los costos de combustibles como la gasolina, biodiesel y los aceites lubricantes, Además, de aportar a la seguridad de los trabajadores y la comunidad de la zona de influencia.

In this work, the Contingency Plan for the Oil Spill in a Sugar Mill in Valle del Cauca is proposed, which aims to formulate a strategic, operational and computer plan for timely attention to spills caused by the activities of the transformation of sugar cane into agro-industrial products for human consumption. For the formulation of this Contingency Plan, firstly, a diagnosis of activities where hydrocarbons are handled, such as the loading, storage, transportation, use and final disposal of these substances, was carried out. Second, an evaluation of the threats and vulnerabilities that may arise in the aforementioned activities was carried out in three areas of the Ingenio in particular, which are harvest, agricultural workshop and factory. To finish, with the formulation of this work it is intended to leave a complete and punctual guide to the Sugar Mill as a fundamental tool for the adequate management of emergency events that may arise and thus contribute positively to the reduction and mitigation of the environmental impacts generated directly to the soil, water, fauna, flora and alteration of the landscape. On the other hand, the sugar mill will benefit by reducing the costs of fuels such as gasoline, biodiesel and lubricating oils, in addition to contributing to the safety of workers and the community in the area of influence.
